well there is a docs folder in the mugen directory which allows you to get started with the basic concepts, i can teach you the further basics after you do the tutorial and succesfully add a move to any char you want...

If you have WinMugen and go into the docs folder into the tutorial folder at the bottom there are 4 internet explorer shortcuts, tutorial1, tutorial2, tutorial3 and tutorial4 if you have those see if those work, they work for me ;)
