I Have a Feeling That Theres A Simple Way To Fix This and I End Up Sounding Stupid But What The Heck Its Worth A Try.
I Just Got Dragon Claw and I put him in the game like you do with all characters.I check ny steps 1 by 1 and started up the game.His Portait Doesn't Even Show Up On The Screen.So I figured that I could pick him anyways.So I Went To Pick Him And My Cursor Just Skips To The Next Character.I Thought That I Would Have To Put ( " ) By His Name But Its Already There.Can Anyone Help Please?

ok dragon law.def must be the name of the folder thar contains all the char info.
also that is the name that shuld be in your select.def. Inside the dragonclaw.def is the display name to, in casi that you want to change the char name too.

hello slayergatsu i am 7thheaven and i am having the same problem as kyji can you help me!!

basically rename the folder of the char to whatever the CHARNAME>DEF name is (without .def in it) and use that same name for your select.def.
this way your char will show.
mugen is not given the CORRECT path to read the correct def file to load the character!
