to change the number of Slots in the select screen, you have to modify the Mugen.cfg
if you down;oaded a winmugen, there must be a screenpack inside called with a random name that i don't recall...
is in a subfolder inside the system folder.
just make backups of the system folder and then move the files from the sub folder to the System one.
i believe that it holds up to 40 chars...

For any other User...
first you must assing an order to the caracters,
kfm, random, order=1
you can choose the number on the lest, you can have it to go Up to number 9
the number is the level of the character.
then you MUST set the line at the end of the file that says Storymode matches
it works in a really easy way.
the commast separe the level, and the number in between is the number of enemyes of that level that you will fight.
1,1,1,1,1,1,1,1,1 ;< i would be fighting 9 enemyes in total, one for eacjh level
3,3,2,2,1,1,1,1,1 ; < i woud be fighting 3 enemyes of first and second level, 2 enemyes of third and fourt, and all the other levels are just one enemy each.
if this is not clear i will make a tutorial for it B)
